Since Day 1, Justin Bieber has been catching attention for his hair. In those early days, it was because his light brown locks seemed to swirl around his head like one unified, sentient being. Lately, though, it’s because he dyed it platinum blonde and (according to some people’s tastes) has gone too long without getting a haircut.
Biebs took to Instagram to issue an apology:

For all u fools saying cut my hair it's in an awkward stage I'm sorry lol. But I'm growing it out and there's gonna a be a period of time where it looks dumb lol a hat only does so much. #insecure lol
